Temporary Promotions | A Good or Bad Thing

I can’t get my head around this issue.  Is it a good thing for someone to be made up to a manager for an interim period, and then be demoted once again when a permanent manager has been appointed?

Does it create animosity amongst the rest of the staff, when “one of us” becomes “one of them”?  And what happens when they return to their previous role.  Has the trust gone amongst their peers?

It can be argued that it’s nice to see someone new in management positions – it freshens things up, and protects against these situations.  But at the same time, it’s important for a company to show that internal promotion is possible.  Looks like we’ve got the proverbial double-edged sword here.
